The U.S. Army Chief of Staff has met Russian officials in the United Arab Emirates as part of Washington’s efforts to help end the nearly four-year war in Ukraine.
U.S. sources told Reuters that Dan Driscoll, the U.S. Army Chief of Staff, is also expected to meet Ukrainian officials in Abu Dhabi.
The meeting comes as the United States recently proposed a 28-point plan to halt the war — a proposal that has raised concerns among Western allies.
Critics warn that Washington may be pushing Ukraine toward a peace deal that would be “heavily favorable to Russia.”
U.S. policy toward Moscow has fluctuated in recent months. Following the Trump–Putin meeting in Alaska, the U.S. increased pressure on Russia, but it has now offered a peace plan that includes several major Russian demands.
Under the proposal, Ukraine would have to give up Donbas, accept limits on the size of its armed forces, and refrain from joining NATO — conditions Kyiv has consistently described as equivalent to surrender.
President Zelensky said yesterday that, after U.S.–Ukraine talks in Geneva, amendments were made to the American plan, and more points will be discussed in his upcoming meeting with Trump.
He is expected to travel to Washington in the coming days.
French President Emmanuel Macron said parts of the U.S. proposal require discussion and improvement, adding: “We want peace, but not surrender.”
Macron stressed that Ukraine must not accept any limits on the size of its military.
