Zabihullah Mujahid, the Taliban’s chief spokesman, said that over the past year 100,300 Taliban police officers have been trained across security, criminal investigations, border control, logistics and other units.

According to him, by 2025 the number of trained forces under the Taliban’s Ministry of Defense had reached 181,084 personnel.

Reports indicate that the Taliban are allocating a substantial portion of the national budget to military spending at a time when Afghanistan is facing a deep economic and humanitarian crisis.

The United Nations Security Council’s sanctions monitoring committee has estimated the Taliban’s total force strength at between 380,000 and 450,000 members.

According to the report, during the first half of the 2025 fiscal year, the Taliban spent 55.2 billion Afghanis on military expenditures, accounting for 46 percent of total government spending.

On the final day of 2025, Zabihullah Mujahid released an annual report outlining developments in Afghanistan over the past year. The report stated that 2.8 million migrants returned to Afghanistan from foreign countries during that period. Mujahid said that “necessary services” had been provided to the returnees and that the distribution of land in designated residential townships for them was currently underway.

He also said that nine large water dams across the country had either been completed or were under construction, while 341 smaller dams had been built simultaneously.

Mujahid added that in 2025, 35,228 drug users in Afghanistan had “returned to normal life” after undergoing treatment. He further said that 10,664 beggars had been collected and registered in major Afghan cities and that “each impoverished individual was allocated and paid 2,000 Afghanis in cash assistance.”
