The German television network NDR has reported that Germany’s Interior Ministry has, in recent months, secretly and significantly expanded its cooperation with Taliban diplomats in the country. The aim of this move is said to be the increased deportation of migrants to Afghanistan.
According to the report, many Afghan citizens in recent months have been referred to two Taliban representatives in Germany in order to obtain the necessary documents for returning to their country.
This process has reportedly taken place several times in recent months at a branch office of the Federal Office for Migration and Refugees in Bonn, as well as at Berlin airport. Germany’s Interior Ministry said the agency only provided space and facilities for the process. The Foreign Ministry said it is not involved in it.
The television program Magazin Royale managed to film several of these sessions in mid-April.
The recorded footage shows one of the Taliban representatives greeting a security guard at the entrance with a smile. The individual is said to be named “Saeed H.” And, along with another Taliban member, received accreditation from Germany’s Foreign Ministry in July 2025.
According to the German government, the two individuals entered the country as ordinary consular staff, but NDR’s investigation suggests they have effectively taken control of the Afghan embassy in Berlin and the consulate general in Bonn. One Taliban member is reportedly serving as the acting head of the Afghan embassy in Berlin.
The German Foreign Ministry said it was never formally informed that these diplomatic missions had come under Taliban control.
According to NDR, the German government does not want the media to obtain extensive information about its cooperation with the Taliban.
The report added that the overall goal is to prepare a large group of Afghan migrants for future deportations. Priority is given to those with criminal records, but single men without criminal convictions are also included in the review list.
Germany’s Interior Minister said a few days ago that deportations to Afghanistan are now taking place “almost weekly” and added: “The agreements we have made with Afghan authorities are in place and operational.”
Germany’s Interior Ministry told ARD on Tuesday that 138 people have been deported to Afghanistan since July 2025.
