Zabihullah Mujahid, the Taliban’s chief spokesman, said the group had made “significant progress” in diplomacy over the past year.
He added that in 2025, members of the Taliban cabinet including ministers and deputy prime ministers carried out a total of 99 foreign trips.
According to Mujahid, the visits were aimed at expanding economic, commercial and diplomatic relations.
He also said that Russia recognized the Taliban during the same year.
At least 58 Taliban officials are under United Nations Security Council sanctions and therefore require special authorization from the council to travel abroad.
Between May 2024 and Nov. 11, 2025 a period of 18 months the Security Council approved 38 requests for travel-ban exemptions for Taliban officials. The requests were submitted by 11 countries: China, Russia, Pakistan, Saudi Arabia, Cameroon, India, Oman, Qatar, Turkey, the United Arab Emirates and Uzbekistan.
Amir Khan Muttaqi received more exemptions than any other Taliban official during that period.
