Deputy Special Envoy Zamir Kaboulov, Russia’s presidential representative for Afghan affairs, said that large-scale labor migration from Afghanistan to Russia is currently not possible.

He told RIA Novosti that such migration would require specific regulations, and Russia must ensure that “malicious elements” do not enter its territory.

Earlier, Gul Hassan Hasan, the Taliban’s ambassador to Russia, told RIA Novosti that the group is in discussions with Moscow about the possibility of Afghan citizens working in the agricultural sector, stressing that no concrete agreement has been reached.

Kaboulov said, “There is a need for filtering and regulations. We cannot open our doors widely. The law does not allow a large number of people to enter our economic sphere when we are not confident in our ability to control them. Currently, there are no guarantees or effective mechanisms.”

He emphasized that such migration could be possible in the future, but everything must remain organized, regulated, and controlled.

The Russian presidential envoy for Afghan affairs added, “These explanations have been provided to the ambassador. In any case, these matters concern me and the Foreign Ministry; Afghan diplomats (Taliban) should coordinate with the Migration Service, the Interior Ministry, and the Ministry of Agriculture.”

He further noted that currently, Russia allows only about 80 Afghan citizens per year to enter the country for work.
